Since the electricity price reform, many people have consulted about the impact of the power reform on the electricity price of wind power and photovoltaic projects. To answer this question, first introduce the power market: medium and long-term trading and spot trading.
This electricity price reform is mainly to adjust the change range of medium and long-term transaction electricity price to ± 20%. In addition, all users (except residents and agricultural computers) will enter the market; Changes in the spot market are not limited by ± 20%.
The power of wind power and photovoltaic projects is divided into two parts: within and outside the guaranteed hours. Previously, electricity beyond the guaranteed hours has been traded in the spot market. The rise and fall of electricity price is not limited by ± 20%, and the transaction price is often very low;
On September 7, the first green power transaction was carried out, that is, the medium and long-term transaction was carried out. The rise and fall of electricity price is limited by ± 20%, so as to ensure that the electricity within hours can participate in the transaction. The transaction price is generally 3 ~ 5 cents / degree higher than the thermal power transaction price.
1. For ground photovoltaic power plants
Projects with subsidies generally do not participate in market-oriented transactions, and the on grid electricity price is compared with the benchmark price of standard coal electricity. Therefore, the electricity price will not change. In theory, affordable Internet access projects can participate in market-oriented transactions, and there is room for changes in electricity prices. However, at present, the market-oriented transaction of green power is not normalized, and the transaction volume is very small.
2. For distributed PV projects
For the distributed photovoltaic project with full grid access, the grid access price is compared with the benchmark price of standard coal power. Therefore, the electricity price will not change. Spontaneous self use distributed photovoltaic project, benchmarking the electricity price of users. After the power reform, the user's electricity price will rise, so there is room for the price of self use. But the specific impact depends on how the original electricity price contract was signed.
In addition, for the original spontaneous self use distributed photovoltaic projects, the electricity price is the catalog electricity price linked to industry and commerce. This electricity price reform cancels the catalog electricity price of industry and commerce, and it is expected that the future electricity price will be linked to the average value of transaction electricity price. For example, Yunnan uses the average transaction price of hydropower to settle the electricity price of onshore wind power and ground photovoltaic projects.
